There has never been a black president in South America. While several countries in the region have significant populations of people of African descent, such as Brazil and Colombia, no black person has been elected to the highest office in any South American country. Some countries have had presidents of mixed-race, such as Fernando Lugo in Paraguay, but none have been solely black. It's worth noting that in some countries, such as Venezuela and Bolivia, there have been leaders who have championed the rights of Afro-descendant communities, but they have not themselves been black.
