The Every Students Succeeds Act (ESSA) provided greater flexibility and control to individual states in regards to accountability, assessment, funding, and identification in English Language Learners (ELL) education. In Arizona specifically, ESSA allowed the state to design and implement their own accountability system for ELLs, instead of adhering to a federal one-size-fits-all approach. This meant that Arizona had the power to determine the most effective and appropriate ways to assess ELLs, to allocate resources and funding, and to identify and address the needs of ELL students. Overall, ESSA gave Arizona more autonomy and flexibility in addressing the unique needs of their ELL population.
